Residents of the European Union, the United States, and Canada do not need international driver’s licenses. Similarly, residents of the UAE can drive without an international driver’s license by obtaining local UAE driver’s licenses when obtaining residency. In this case, driving cars will require obtaining internal UAE driver’s licenses.
For citizens of Russia and the CIS countries (Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan), both national and international driver’s licenses are mandatory. Possession of an international driver’s license is required to enter into a car rental agreement with any company. Driving without an international driver’s license may result in a fine of 5,000 AED imposed by the UAE police.
